Well, well. Here's another reason why we all like New York's Attorney General, Andrew Cuomo. Inside sources reveal that various plans have been drafted where the New York AG will provide a statewide Amnesty Program in an effort to clean up the systemic corruption throughout the state court system.
"The Amnesty 'window' will be narrow," says the source. "Andrew's pretty serious about a real shake up, and he will not give state workers, including judges, more than 60 days to 'come clean.'" The plan, dubbed "CAP" (Cuomo's Amnesty Program) by AG lawyers, is said to specifically include all attorneys admitted to practice in New York, whether or not they are state employed. "Heads will role once the Amnesty Program ends," adds the source.

RE: SUGGESTIONS FOR CONSIDERATION
Dear Honorable Chief Administrative Judge Pfau:
Every law-abiding and honest attorney, court employee and judge, has cheered your recent appointment as the New York State Chief Administrative Judge for the Courts. And your presence at the top brings a sense of hope to every honest citizen, who looks forward to
overall court reform, and the restoration of integrity to the New York Court system. We urge, and support, your immediate action, and we respectfully present suggestions for consideration:
1. Amnesty for Judges, Lawyers & Court Employees
SUGGESTION: Establish a 60-day Amnesty period during which judges, attorneys (court employed and private) and court personnel may come forward with information regarding improper activity, either known to them or with which they have been involved. (It's the only way to see any true reform.)
2. Direct Access to the Offices of the Chief Administrative Judge
SUGGESTION: Establish Public access computers in every court in the state, allowing for direct communication to the Chief Judge's Administrative Offices, so as to provide top administrators (above district levels) with timely information from the public concerning
suggestions and/or concerns.
3. Complete Court Employee Accountability
SUGGESTION: The name of all court employees should be easy to ascertain: name tags, id numbers, or the public posting of all employee photos with identifying name and position/title.
We appreciate your consideration of the herein respectfully submitted suggestions.

SUGGESTION: Identify Involved People - The name of the person(s) who in any way participates in the writing of a decision, order, etc. should be publically identified, and their name added after the judges signature, or in some other way made known. (this will clean up a lot of "bad" decisions, and lighten the load at the appellate level) June 15, 2007 7:00 AM

SUGGESTION: Make every court employee (including judges) anonymously answer a questionnaire with 2 items: (1) What at the five biggest problems within or with the court system? and (2) What are five specific solutions to each of those problems. Do not mention individuals by name, this questionnaire is about the system itself. ALL results should be made public for further comment, etc. June 16, 2007 6:40 AM

If this is true..IT IS INCREDIBLE AND UNBELIEVABLE! I personally will be very interested in watching those court employees and judges, come forward and admit the incredible things I have information about and written documentation regarding....much of which is quite appalling! What an amazing event we have in store! I will be waiting intensely for the timeline!
Allen H. Isaac, Esq. and all his buddies at the First Department's Appellate Division (Judges) should be first on the line for Cuomo's Amnesty Program..The line is going to be down the block and around the corner.
this shmuck is just like his father, what is he meshuge too? Sure, have a nice Amnesty and let all his gonif friends off free as the birds. What's really behind all this? I don't trust this Andrew.
I can't decide if this is a good or a bad idea. But ANYTHING is better than nothing....ANYTHING is better than allowing what we have to continue....
This is certainly no answer to the problem. The problem is systemic and getting rid of a couple of the bad apples is not going to fix anything.
If he had conducted any kind of investigation up to now, he would know what the problems are and who the actors are. He would have evidence. Even if people come forward, who is going to back them up? Those that are in charge have everything wrapped up. Most of them could just retire on their pensions (paid for by the taxpayers.)
How many complaints have already been filed and nothing has been done?
Who are they going to put in place to clean up the mess?
What do you think is going to happen to all those cases that these corrupt lawyers, judges and other officers of the court were involved in?
I think the post about the AG letting the connected, off may be right on the mark.
Many, many of the OCA employees involved are named in federal lawsuits and cannot participate, because they already have federal consequences in those actions. Those lawsuits name JUDY KAYE and several of her administrative judges, court appointed supervisors, employees attempting to please all these groups and all types of non-administrative judges participating behind the scenes. So, I cannot see how this action could ever chip away at the real big players, without putting these very serious criminal civil actions in jeopardy!
This is not the firs time he has tried this.
Washington Times, The, November, 1998 by Archibald, George
The Justice Department has nixed housing Secretary Andrew M. Cuomo's proposed amnesty plan for landlords facing federal bribery and kickback charges. Instead, Justice attorneys are pressing ahead with about 25 fraud cases developed by the Department of Housing and Urban Development's inspector general against apartment landlords suspected of corruption, according to documents obtained by The Washington Times.
Mr. Cuomo quietly developed the amnesty proposal last summer as the government began a major fraud case against apartment landlord A. Bruce Rozet of California, a big ...
Give me a break.
this is another reason why Andy will never be Governor! This is really stupid! It would create a legal nightmare!
Leave it to a nyc "bar member" to call "stupid" ANY attempt to rid our court system of corruption. I say that the previous commenter should NOT get amnesty-throw his or her ass in jail. And something would 'create' a 'legal nightmare.' You fool, we've been LIVING a nightmare thanks to you corrupt 'sell-your-mother' dishonest 'officers of the court.'
I happen to wear a black robe at work, and I would welcome such an event. It is, sadly, no surprise that OCA has chosen to ignore their obligation to clean house.
Unfortunately judge..how does an amnesty correct corruption?
The criminal judicial element gets to admit they committed crimes or civil illegalities on the taxpayer dollar and time, and then what..they get to keep their job and go back unscathed to participate again in their corruption? What is the punishment? What precludes them from future corrupt action, of which a predictor of the future is a persons past? What about those who did nothing..they get to stay also..with NO rewards or promotions etc.? What about the criminal action these people have participated in..like attempted murder, conspiracy and perjury and the serious civil actions of libel, slander and defamation? So..years of negative and horrific behavior of court employees, equal to that of all the criminals that OCA judges and has punished ,gets washed away because they had the privilege of being an OCA employee?
As a menmeber of the judiciary, I cannot for the life of me, see that you have used any judgment in assessing this ridiculous method of cleaning up the court system of it's corruption.
Why not bring in the feds, indict those that that they can, remove judy kaye and all her administrative judges and supervisors and start with those employees that are extremely capable and have been pushed aside, to operate what is left that is good. There are many employees and judges that could take over today and do an outstanding and excellent job in running the courts, without the disturbance of political hacks.
I know for A fact that these hacks have conspired to destroy anyone with intelligence, independence and ethics...for abuse, stupidty and cowardly power.
A judge, of all people commenting, should have more integrity and sense, than to think a clean slate would correct something this insidious and embedded!
Mario told his son not to have anything to do with Spitzer, he was told to steer clear of him. This happened at least 7 months before Spitzer went down in flames with his female additions. Someone knew it was only a matter of time before something titillating was going command the media.
So who is guiding Andrew and what is in the wings? Is it the major Judicial scandal that has been rumored? Is this what's behind Andy Boy's move?
Please post exactly what someone should do if one wanted to talk about criminal acts they observe within a courtroom, acts by state employees. No trust in NY IG.
FBI...if they don't listen locally, write to the head of that agency! Always document what you are doing and who you contact!
Bring in the friggin' FEDS.
the AG Cuomo is crazy! Whatever he is on he better get off of it quick! Who is he floating these trial ballons for? What is purpose?
what he should have done is encoraged clerks and other people to come foward and thier involvement would be overlooked.
giving judges and lawyers a feee pass is going to send the message that if you are sleazy enough you can get off for free.
that is not going to clean up the long term problem. Cleaning up the problem would require manditory jail time and fines (they steal millions and give back a few coins)
The DDC is a failure, set up an independant DDC were lawyers and judges must go before a pannel of mostly law people not their pollitical buddies.
This should be interesting to watch. Will Civil Court Judges be included? I would love to see what comes out about Judge Sylvia Ash.
